The first one can be seen either way. For me, I saw a vase first. In all of the pictures, the black drawing is considered the positive space and the white background behind it is considered to be the negative space. If you look at the vase picture again and imagine the background to be the black portion, you see two faces.

I would either use water colors or a sketch. use darker more drab colors for your work, and then either use lots of details on the building and less on the people. this seems like a draft possibility though, so maybe just get some 2 point perspective of the landscape and/or buildings, and add some details that where/ will be in the dystopian book.
