The Executive Office of the President of the United States (EOP) is what we call the various agencies that assist the President in carrying out his role as Chief Executive of the nation.  The White House Office (the staff that works at the White House) is part of the Executive Office of the President (EOP), but so also are agencies such as the National Security Council and the Office of Management and Budget.  In fact, the Office of Management and Budget (OMB) is the largest agency within the EOP.  Helping to produce the President's Budget which is proposed to Congress is the most prominent work of the OMB.  The OMB also monitors programs, policies, and procedures of government agencies to make sure they are in line with the President's policies.  Mick Mulvaney currently serves as Director of the Office of Management and Budget in the Trump administration.
