<span>This is an old Chinese proverb meaning that you cannot have one thing without another. So, without wind, waves cannot exist. This is a proverb similar to the English one saying "no smoke without fire." For example, if there are rumors, they are usually based on true events and can be correct from time to time - there has to be something that sparked those rumors. </span>
