Most of them have staff to help with it, the staff read through bills, do research, and inform them of the most important issues. In other words, the staff just make a synopsis and then inform the members of congress about the whole content. After that if one member of congress finds something important to discuss in a bill, he or she can share that knowledge with other members of congress and in this way the time is saved.
