It would be the "Fifteenth Amendment" to the Constitution that was <span> needed for African American men throughout the United States to be able to vote in Congressional elections, since this prevented any government from denying a person to vote based on race. </span>
The principal reasons for the growth of the United States' factory system was the Embargo Act and the War of 1812. With the Embargo Act competition from factories in England and France were halted. President Thomas Jefferson through Congress instituted the Embargo Act in 1807, before the War.
I think the responsibility of the President should remain the same because the powers for the executive branch is limited already.
