Even though option A is partially right, the most important merchant cities have been located near the sea/ocean and a river. Take for example Egypt or New Orleans. If a city is located in this situation, then it can easily start commerce with the inland regions (thanks to the river) and foreign nations (thanks to the sea proximity).

I would say A.

The reason being that if you're close to a river there is a way of transportation through the river. Also, some of the most successful civilizations started near rivers. So you are bound to find some other civilizations to trade with.
