Basically if does not exist a parliament, a government could not be chosen, because the parliament represents the legislative power, this means, the ability to establish the law, and define who is in government, that situation made politically responsible before this one.

USA is an example of a parliamentary government which does not have a parliament.USA has a presidential system,is a democratic and republican system of government where a head of government leads an executive branch that is separate from the legislative branch.

Myanmar and Nepal also do not have parliamentary government.

Myanmar: Assembly of the union,by an electoral college,elects the president who forms the cabinet of Myanmar.

Nepal:: Parliament of Nepal elects the Prime Minister,who by turn,appoints the cabinet of Nepal.

The British Forces were seasoned army regulars while the American forces were a guerrilla force. The British had more experience in fighting the Indian Wars and the Anglo-French wars and were better prepared.  

The British wore formal uniforms and were battle-ready while the Americans predominantly comprised of peasants, labourers in ragged clothes and hid behind trees or concealed positions. They primarily had the home advantage. They were led by retired servicemen of the British Army who had revolted against the empire.
