Shays Rebellion was started due to overtaxing. During the time, many farmers took loans to try to save their farms due to high taxes. When they couldn't pay they'd go to debtors prisons. Shays and a group of farmers wanted none of this so they tried to take over an armory. If I'd have to guess maybe D?
