The argument that Carnegie makes about the uses to to which the great fortunes of industrialists should be devoted is that he argued that the wealthy must live modestly and make use of their fortunes for the elevation of all civilization.
They didn't need to pay any expenses whatsoever. They were the main ones who could hold vital positions. Officers in the armed force. Nobles controlled peasants. They didn't need to pay most duties and gathered tolls from individuals utilizing streets and markets. Numerous nobles and clergy lived in awesome extravagance in chateaux and castles.
Besides geography, the major issue that would have made this impossible is that each "country" or state in South America was dominated by a different ruler, many of whom had fought of the Spanish--meaning that they would have never united under one title. Their cultures were also wildly different.
