Religious and territorial conflicts.
European monarchs became absolute rulers in response to religious and territorial conflicts that later on resulted in warfare and revolts. After exploration, enlargement of territories and wealth, civil wars and external conflicts, kings became a lot more powerful which helped them to become absolute monarchs.
C) Individual States
A guiding principle of the Articles was to preserve the independence of the states. The Articles created a weak central government, therefore they only received the powers which previous colonies had recognized as belonging to the parliament.

According to the 25th Amendment to the Constitution (1967), If a vice president resigns or he cannot continue in charge, the then President has to select a new candidate to cover the vacancy. The nominee must be approved by the House of Representatives and the Senate by majority.
