The Embargo Act ruined American merchants. They lost lots of money without trade since the United States earned most money from trade with France and Britain. It weakened Jefferson and strengthened the Federalists. The Embargo Act was unpopular.

Congress tried to solve the problem by replacing with the Non-Intercourse Act, which was passed in 1809. It banned trade only with Britain, France, and their colonies.
Congress could have solved the problem by making peace with France and Britain and stop going to war.

Justinian created a code of laws to bring order to the Byzantine Empire. The laws created by Justinian created a set of universal laws which acted as national laws which had ultimate power over the people in Justinian's empire. Each of the laws corresponded with a punishment which also set up a comprehensive court system along with the laws. This legal system was copied and replicated in many European governments as well as the US system.
The definition of Imperialism is building empires by expanding territory and gaining colonies. Nations would want to colonize other areas because there was competition between Industrializations. People also believed that the "strong" (nation) should take over the weak (nation). The White Man's Burdan was also a cause of Imperialism because it claims that people duty was to 'civilize' people of other nations. (I did not google this. This is what I learned in school.)
