The Andrew Johnson administration was rocked in a tussle and conflict with congress on reconstruction policies, to the effect that Johnson used veto powers to follow through his reconstruction policies. republican congress wanted more radical reconstruction policies while Lincoln was for softer ones. Congress even attempted to impeach him.
