Considering the whole moon cycle takes about 28 days to complete, I would say that three weeks is NOT enough time to observe all of the moon phases. The waning crescent moon phase starts at about day 24 (which would be after the three weeks are up) therefore if you only viewed it for 21 days (3 weeks) you would not see all the phases.
