Merchants, educators, students, travelers, and diplomats were not covered by the statute. The Chinese Exclusion Act, which built on the earlier Page Act of 1875, which prohibited Chinese women from emigrating to the United States, was the first law ever passed to do the same for an entire ethnic or national group. The first notable law limiting immigration to the US was the Chinese Exclusion Act of 1882.
