I believe it was because it was a key source in fueling trains. That was important because the railroads were the key source in transportation of goods and communication between the states.

Similar to Germany in WW2, although without the mass killing, they were stripped from their jobs and livelihood to be sent to these internment camps to prevent terroristic acts from the Japanese, which we know would never happen.
