The communication system developed in <em>the Inca Empire</em> was mainly oral, or by means of a series of knotted ropes or threads, referred to as Quipu. There were special members on a community who were capable of making and reading Quipu. Messages among members of the Empire were sent via chasqui, a trained member of the community who served as a <em>mailman </em>delivering oral messages within the Inca.

The communication system in <em>Egypt </em>is more complex than that of the Incas. They had developed a system of characters referred to as hieroglyphs, which together with images and the use of color, served the Egyptians to convey meaning in written messages. Pidgeons carrying written messages were used as a means to deliver messages, as they were much faster than humans.

Under the Articles of Confederation, states often argued amongst themselves. They also refused to financially support the national government. The national government was powerless to enforce any acts it did pass. Some states began making agreements with foreign governments. Most had their own military. Each state printed its own money. There was no stable economy.

In 1786, Shays' Rebellion occurred in western Massachusetts as a protest to rising debt and economic chaos. However, the national government was unable to gather a combined military force amongst the states to help put down the rebellion. As the economic and military weaknesses became apparent, individuals began asking for changes to the Articles that would create a stronger national government.
