No, it does not violate either, the Fairness Doctrine protects actual Journalism, it prevents publications to be turned into OPINION, or PROPAGANDA.

In my opinion the Fairness Doctrine does not violate neither freedom of the press nor freedom of speech.  

Explanation:

<em>Fairness Doctrine does not violate freedom of the press. It was however a doctrine that imposed affirmative responsibilities on broadcasters to provide coverage of issues of public importance instead of sponsors deciding what all the content should be. Adequate and fair content reflected differing viewpoints and thus does in no way violate freedom of speech neither. In fulfilling its fairness doctrine obligations, a broadcaster had to provide free time for the presentation of opposing views. Fairness Doctrine does not violate neither freedom of the press nor freedom of speech but did place some regulation and responsibilities on freedom of the press.  </em>
