This was the assertion made by author Michael Harrington in his 1962 book, <em>The Other America: Poverty in the United States.</em>  Harrington's book had an impact on the Kennedy and Johnson administrations.  President Johnson's "Great Society" plans aimed to address the problems of poverty in America.

<em>When Woodrow Wilson says, “It is a war against all nations” he is starting to call the attention of his people, to say this is your concern too, the concern of all.  Another sentence that shows the intended audience is, “The challenge is to all mankind” meaning this concerns everybody, even to the people who believes this war is not his or her concern, a war that started against a few, is now against all. Furthermore, he ends with a very bright sentence, “but only the vindication of right, of human right, of which we are only a single champion.” A whole nation together with the congress fighting the common enemy will win and will be a single champion. </em>
