Amazingly King Leopold II, the king of Belgium who reigned 1865 to 1909, held Congo as his personal property. He acquired Congo under the pretext of helping the natives but instead his treatment of the natives was horrendous. They were exploited and beaten in order to get the resource he craved for  which was rubber.

Even though it was a conflicting decision, Truman believe that the Japanese were cruel and not civilized, and Americans should act the same way in order to fight the country.

So based on these facts, he made the decision to hit both Hiroshima and Nagasaki, in 1945.
