If I could speak perfect English, I would be able to speak to many English speaking people perfectly.

If I found a million rials in the street, I would report it to the official authorities.

If I could go on holiday anywhere, I might have my holiday to France.

If I could speak English fluently, I can communicate to my English-speaking friends with understanding.

A- Personification, because the sentence is giving human characteristics to a nonhuman object. The beach cannot literally call one's name.
