It would be:

hace frio, llueve, el pais

because "el pais" (or country) doesn't correlate with the two other words concerning weather

-ir verbs
yo -o instead of -ir
tú -es instead of -ir
él, ella, usted -e instead of -ir
nosotros/as -imos instead of -ir
vosotros (spain) -ís instead of -ir
ellos, ellas, ustedes -en instead of -ir

-ar verbs
yo -o instead of -ar
tú -as instead of -ar
él, ella, usted -a instead of -ar
nosotros/as -amos instead of -ar
vosotros (spain) -aís instead of -ar
ellos, ellas, ustedes -an instead of -ar

-er verbs
yo -o instead of -er
