The impact the state constitution has over the separation of church and state is that churches are neither financially by the state government nor the federal government (via taxes). Churches are private institutions because according to the US Constitution, all religions are allowed and accepted. Because of this statement, the US federal and state government cannot really back churches, mosques or any other place of worship. (ex. If you were a muslim you shouldn't have to pay taxes for a church, right?)

A citizen or a citizen's group would likely challenge the bill in Court. They would sue Congress, in essence.

A Federal District Court would hear the case. And then decide one way or another.

There is a chance that the Court would make it the entire way up to the Supreme Court.

Either way, though, the judiciary would review it (only after a case was brought) to determine whether the law was constitutional.
