The other Greek city-states looked up to Athens for her leadership in bringing about a union of the Greek city-states. Often considered to be the seat of modern democratic institutions, Athens’ democracy was not an actual democracy, but an oligarchy, in which the voting rights were limited to the highest echelons of the society.

The common man in Athens lived a prosperous life, and his well being and prosperity was carefully protected by a well crafted judicial system. Education was accessible to almost everyone in Athens, which also made great strides in architecture and building technology, thereby allowing the rich elite to build imposing mansions, palaces, and structures. They also built temples dedicated to the Greek Gods, transforming Athens into the greatest centre of Greek knowledge and power.  

The Greek city-states were all independent kingdoms, each having their own military and political structures. While they all shared a common culture with each other, they were often engaged in territorial warfare against each other. The other city-states, especially Sparta, wanted to capture Athens’ resources and control her naval commercial routes. Athenian troops could not outmaneuver the military capabilities of the Spartan troops and her allies, and thereby submitted to the kingdom of Sparta. Her political structures were systematically destroyed by the Spartan armies, and replaced with a monarchical hegemony. The devastations of the Peloponnesian War severely damaged the Athenian monopoly and hegemony over Greek culture, and it could not be rebuilt.

Solon (640-558 BC) did not originate democracy in Athens, but did take steps that led in that direction. According to the American School of Classical Studies at Athens, "While Solonian reforms did not establish democracy, they were a crucial step on the Athenian road to democracy. Solon's constitution, consisting of moderate redistribution rather than a revolutionary transfer of political power, nonetheless granted important rights to the lowest class of citizens."

Cleisthenes (570-508 BC) is known as the founder of Greek democracy. He aligned himself with the Assembly (of the people) against the aristocracy and managed to impose democratic reforms by means of a new constitution that was approved by the Assembly and implemented in 508 BC.
