Hello. You have not added the table required to answer this question. This prevents me from being able to answer you satisfactorily, but I can help you by showing you how to find the average that this question refers to.

You should see in your table all the seeds from different pots that germinated at 32ºF, you will add all the seeds that germinated and divide by the total number of pots. So you will find the average. To help you understand better I will leave an example below.

Let's say that at 32ºF you have observed the results below:

Pot 1: 10 germinated seeds.

Pot 2: 5 sprouted seeds

pot 3: 25 germinated seeds.

Pot 4: 25 germinated seeds.

Pot 5: 12 germinated seeds.

To know the average you will have to add all the germinated seeds and divide by the number of pots.

(12 + 5 + 25 + 25 + 12) / 5 = 15.8

15.8 is your average.
