x_0 =  \frac{ - b}{2a}  \\ x_0 =  \frac{ - 2}{2 \times ( - 1)}  = 1

y_0 =  -  {(1)}^{2}  + 2 \times 1 + 3 = 4

Answer: (1, 4)
