Although, Houston was devoted to the Union after witnessing the bloodshed in the fight for Texas independence, Houston thought it would be unwise to enter a war that he believed the Southerners states could not win. Hoping that the situation would would calm down, he refused to call the meeting. (He disagreed with the Southerners)
5. President Lincoln offered to send troops to keep Houston in office. However, Houston knew that such an action would lead violence and declined the offer. (Meaning the supporters would have gotten violent.)
