→ Designed by William Penn as a refuge for Quakers, Penn's Frame of Government (1681) extended Quaker radicalism into politics by guaranteeing religious freedom to Christians of all denominations and allowing all property-owning men to vote and hold office. Rhode Island, following the ideas of Roger Williams, also allowed freedom of religion.
