I would say lines, because the lines in the sky (the orange curved ones) create emphasis, and the white lines in the sky give the appearance of the road moving downwards.

If you research the library, it is actually quite a colourful place, but the red on the inside, as well as the outside, would have been too much and indeed; distracting and exciting.
