3 hours  cost $7 to park

1 hour  =   $ (7/3)

So every 1 hour cost $(7/3)

Therefore cost in dollars,  c  =  (7/3)*p

Therefore c = (7/3)p,    where c is the cost in dollars of parking and p is the number of hours.
