The Japanese and Americans would most likely have a debate with each other about the origin of the submarine and why it was there. Japan could either take choose to deny it was Japanese or use the incident to justify the expansion of Japanese territory while in the meantime, the US would like to know why the submarine was there in the first place. It would be highly improbable if the US had declared war on Japan over this, especially since most Americans at the time did not want to join another war.
