A disorganized mess. Seriously. It was a federal government that put way too power into the states' hands. In addition, Congress didn't even have the power to tax. Imagine this. The government is the way it is now, but the federal government has no power except to declare war and make treaties. They can't even tax. Everything else was left up to the states.
