It was supposed to prevent the export of cotton and smuggling of war materials into the confederacy. The confederacy constructed torpedo boats to try and get around it.

Business boomed due to the railway with the mass increase of people and goods. Railroads answered the need to transport goods quickly to distant markets and to get the goods to ports where they could be taken by ship to even more distant markets overseas; railroads also brought raw materials to ports close to factories.
