The Kuiper belt was formed whenever the Solar system was formed mostly of gas but also dust and rocks that were pulled together to form the sun and planets

The Kuiper belt was formed when a random amount of dust, rocks and other particles were hovering around. Somehow (gravity) they pulled together a bit and started revolving around the sun in a some-what organised ring.
