Justin is an American citizen travelling back from Spring Break in Mexico. Police officers stop him at the airport because they

suspect that he is carrying drugs inside his jeans. Justin walks through the detector at the airport and they did not see any drugs, but they had received a tip about American college students smuggling drugs from Mexico. They want to detain (KEEP) Justin and do a full body search. They do not have a warrant. Justin is not consenting to the search. Can they keep Justin? Can they search Justin? Would this search be legal? Please explain your answer.
