The point of the cartoon, based on the description of the illustration, is the negative effect of unchecked immigration. The cartoon depicts "hordes" of new immigrants coming into the United States in a disorderly and dangerous fashion. This idea of immigrants making the United States a less safe and pleasant place is nothing new, and still exists today.

The cartoon's message is clearer when you look at the actual image. There is a sign at the harbour saying "Entry for Immigrants. Baggage the only Requisite", implying that regulation of immigration was too lax. The caption of the cartoon is :
<span>"If Immigration was properly Restricted you would no longer be troubled with Anarchy, Socialism, the Mafia and such kindred evils!"

</span>These messages make the point of the cartoon even clearer, but it can still be deduced from the description provided.

This led to numerous new revolutions since people wanted to be independent and have their own countries and countries like Austria-Hungary and the Ottoman Empire lost huge amounts of influence.

  1. Hitler tried it. How far did he get? Hitler never got to Moscow let alone further inland. Russia offers the following problems.
  2. It has a vast area to conquer.
  3. It has a good working industrial base. During WWII, Russia had that Industrial Base up and running. The problem from their point of view was that America's was better. I don't think that that's true now.
  4. Russia has an adequate army, air force and navy. Hitler relied on Blitzkrieg (which he thought he could conquer Russia quickly. It didn't turn out that way). which simply would not work on the Russian terrain. Many of Hitler's soldiers froze to death because he could not supply them with winter clothing. It would be that much harder now.

Answer: don't try it. It is better to wage economic war, but that seems like a poor  idea to me. Russia's currency is in pretty good shape. Can you say the same about the American dollar?

The McCulloch v. Maryland is the case that went to the Supreme Court because the state of Maryland wanted to tax the National Bank established by the Congress. The court ruled that under the Article I, Section 8, the "Necessary and Proper" clause that the state could not tax the institution of the the federal government. This is an landmark case and its effect was that this supported the federal government over the state governments.
