What Queen Elizabeth did in 1587 was to name Lord Howard of Effingham to lead the English navy against the Spanish armada. The English nobility accepted the movement and decided to back Effingham as the leader of the British navy. He had the knack to be able to listen to more experienced voices to make decisions, as was the case of his vice-admiral Sir Francis Drake, who really was a renowned sailor.
