Weather occurrences arise from an insane number of factors. Simply the wind outside your window is an occurrence of solar energy hitting the atmosphere, and a shift in the intensity of this factor can make the wind outside your window much stronger and more dangerous.

It’s next to impossible to consider every minute detail of meteorology to predict the weather, as to be 100% accurate you would literally have to watch every atom, and every bit of energy to make sure they don’t do something awry. Instead of that, weather programs and seasoned meteorologists are trained in the practice of “predicting” what would occur at some random event. For example, a meteorologist can predict when a storm is coming in, not necessarily the wind speed to a value, but she can say that it will be bad or worse.

The weather is very sensitive to changes in pressure, concentration, atmospheric composition, distance from bodies of water, angle of solar radiation, locus temperature, even the climate, which makes weather prediction a skill that takes a long time to develop, and will never be truly perfect.
