The Third Estate decide to begin meeting on their own. First, they called themselves the "Communes" ("Commons"), but later on the "National Assembly," as they were joined by some nobles, the peasants and majority of the clergy.

This revolutionary assembly then collaborated with the capitalists and the common people, thereby increasing its power. With increasing support, they were able to address the king with polite but firm terms, particularly for the removal of the troops. However, the king refused and proposed to transfer the Assembly to Noyon or Soissons to deprive it of Parisian support. The presence of the troops eventually caused public outrage, leading to the Storming of Bastille, which started the Revolution.
