The correct asnwer is D. was
the subject of the sentence is "the politician", which is in singular so the verb needs to be singular too: B and C are not good

Additonally, we need a passive voice, and this is formed with the verb "to be" . "was" is a past form of "to be", and "does" isn't- so A isn't a good oprion.
