An anthropologist can approach it from a few ways. They could see how it impacts the ecosystem, the people around it, how it's integrated into the culture, how it's impacting the job market, what the future will be for it etc.

An archaeologist can find some lost treasures in there, perhaps :)

Culture is an individual’s learned behavior that is “socially transmitted”. The cultural practices that carry on over time include ways of talking and behaving towards friends and relatives, ways of rearing and caring of children, how an individual treats men and women, what to eat and so on.  

Practices are the patterns of human or social interactions and behavior.  

Dumping garbage on the roads would tell about the individual’s culture and family, and also in what environment he has brought up. Anthropologists will focus on how it would impact the environment and ecosystem and how it is related to culture. Whereas archaeologists would study on the history of human activity by dating, excavating and interpreting garbage and objects of historical interest found in that garbage heap.
