The Environmental Protection Agency was established by President Nixon to counter the rising environmental problems around the United States and monitor pollution by vehicles. The EPA also enforces national pollution standards.

Further Explanation:

The environmental protection laws of the United States were not uniform and varied throughout various states. In order to establish a uniform environmental protection act, President Nixon formulated the Environmental Protection Agency to monitor and enforce national guidelines on pollution. The environment protection functions of the Federal, Interior, Agriculture, and Health departments were transferred to the newly formulated organization. One of the rising concerns in the United States was to monitor rising air pollution levels by encouraging to install catalytic converters in cars, which would reduce emissions and the level of Carbon Monoxide in the atmosphere. Till the 1990s, the vigilant efforts of the EPA resulted in the reduction of emissions by one third to one half, and the air pollution in major cities was reduced by almost half. It also introduced laws regulating water quality and disposal of toxic waste including industrial waste. Following 1990, the EPA formulated a step by step plan that included reduction of Sulphur dioxide emissions and phasing out greenhouse gases and CFC s that would deplete the ozone layer. This was achieved by the reduction of the quantity of lead in gasoline. Today it addresses severe environmental issues such as climate changes and promotes eco-friendly industrial practices.
