What he means by that is that if no one remembered our history every thing might repeat and if no one remembered  our culture how would we talk to one another. and thinks just might fall apart but thats what i think it means i am not sure

I'll tell you what I get from this. How would we know the past if no one had remembered it well enough to write it down? What if no one remembered it at all? To keep culture, you must know what it is first. Someone had to remember it. To know what civilization is, someone would have to had remembered what it was so that they could better it. To have a society, someone needed to know what a society was. And without a past, there is no present. And with no present, no future.

The literary device that Whitman uses to address the sea in this excerpt from "Song of Myself" is apostrophe.

According to the dictionary, apostrophe, aside from being a punctuation mark, is a literary device that consists of "the addressing of a usually absent person or a usually personified thing rhetorically" (Merriam-Webster.)

In this excerpt, Whitmant is clearly personifying the sea by adressing directly to it as a person ("You sea!") and as if it could understand what he is saying to it ("I resign myself to you...")
