Delegates to Congress were appointed by state legislatures, each state also only got 1 vote. The idea is noble and surely better than the situation that exists nowadays, however the prospect of success depends on their willingness to stick to a two-state plan that would be devised. It would be possible for a two-state solution to exist with the help of an international union like the UN to help enforce the idea of two-states.
