The thing is, those direct supports do not cure the underlying problems, which is those Citizen's disability to support themselves. 

to cure fix this underlying problems, The Government have to focus on increasing their quality as a human resources such as using the welfare budget to provide free education and creating new jobs. Which would significantly be better in the long run
