 Atlanta ranked in the top ten nations in downtown construction in Allen's tenure as a mayor (1962 to 1970). In his tenure, more than 55 new buildings were constructed.  To manage the rapid increase in traffic on by the city growth, he overlooked the early phases of construction of the interstate.

Allen was in charge of the construction of the Atlanta-Fulton County Stadium and thus responsible for letting the Braves baseball team Atlanta. He convinced the other city leaders and made them agree to build the stadium to make Atlanta a major city.

During his era, the massive change has occurred in terms of housing, infrastructure, and transportation.

He also maintained the parks' infrastructure and recreated the beauty of them, constructed the play lots, and facilitated the communities of color in Atlanta. He is also responsible for constructing a footbridge over Proctor Creek to access the Gun Club Park for the Perry Homes Housing project.

In 1981 he received Martin Luther King Jr. Nonviolent Peace Prize.

As he became the mayor, saw the trends of the world, he understood that it is necessary for Atlanta to progress in sports, for it to become a major city. He helped in the construction of their new stadium and brought various professional teams to Atlanta
