It is the first foundation of the USA constitution calling on all entities, and indiduals in The USA to be accountable to the laws of the land. in the american government, leaders are expected to follow the spirit of the law while making decisons. For example the president ensures that he respect the separation of power doctrine.
Well, this could be interpreted in a general view. A good way I've found to understand history especially is to almost interprete right now. I know this is not the answer but it is helpful. How can different view cause conflict? Simple you want to fight for your views because you believe they are right.
