Out of these options, the best answer is that the delegates met in order to discuss a better system of government. Before their meeting in Philadelphia, the new country had been ruled under the Articles of Confederation. However, the articles were not proving to be as successful as the delegates had expected. The meeting's goal, therefore, was to improve them. In particular, it wanted to deal with the role of the federal government, which had very limited duties. However, instead of improving the articles, what came out of the meeting was a completely different document, the Constitution.
