Based on the book <span>The Chameleon President: The Curious Case of George W. Bush: The Curious, it was the domestic policy "No Child Left Behind Program".  It was a solution to address the problem of children being left on their grade level through upgrading the quality of the school and the teachers' competitivenes. He was able to set a trend that has been followed by other countries. </span>
