The policy stated that if the country could pay cash and transport their own purchase that America would sell them munition this obviously supported Britain and France so many members of congress supported  this because it would help Britain and France win against Hitler while still seeming neutral so many supported this but Vandenberg did not his take on it was "I do not believe that we can become an arsenal for one belligerent without becoming a target for <span>another," </span>
