The author expresses irony in his satirical proposal that to deal with the food shortages and starvation in his homeland that human infants and children be consumed. Clearly, he means to expose the ridiculous ways in which his homeland was attempting to solve its problems by exploiting the very people who were suffering as a result of the conflicts. In this way, he mocks the current attempts to fix the situation his homeland was facing with an outrageous use of irony.
